The term library and records hall are somewhat interchangeable in the ancient world . And although some of these 'libraries' perhaps commenced as an adminstrative device of governance they quickly became centres of research and learning. Though it must be said that some Libraries actually began as priestly and esoteric  temples of power and learning.

King Ashurbanipal (668-627 bc) was the last of the great kings of the empire of Assryria and he created a library at his palace at Nineveh which exceeded 25,000 clay tablets. This immense archive comprised transcripts and texts which had been systematically collected from the various temples throughout his empire.
